Solano Orderly Growth endorses local candidates who support protection of farmland and open space in Solano County. We invited all candidates for Solano County Supervisor and Mayor or City Council in Solano’s 7 cities to complete a questionnaire. We then invited candidates who support our values to an interview. Orderly Growth members then voted on endorsement.

Wanda Williams, Solano County District 3 Supervisor was endorsed in the primary and won without a runoff. The following candidates have our strong support.

Mike Silva · Solano County Board of Supervisors, District 4

Mike has been an effective Vacaville Council member. He will be a strong advocate for protection of our agricultural economy and natural areas. As a professor of biotechnology at Solano Community College, he is also in a good position to advocate for bringing high-paying jobs to Solano. He has been a steadfast advocate for his constituents. We believe he will carefully weigh any decisions that need to be made at the County level about California Forever.

Kari Birdseye · Benicia City Council

With more than two decades of professional experience on environmental issues, Kari has continued that commitment on the City Council by promoting climate action and educating the community about biodiversity and local protections. During her first term, she helped lead the development and implementation of Benicia’s new Industrial Health and Safety Ordinance. With the closure of the Valero Refinery, we believe Kari will help guide Benicia’s transition into a post-refinery city. She also will continue to provide strong oversight of the Rose Estates proposed residential development.

Terry Scott · Benicia City Council

Solano Orderly Growth also endorsed Terry four years ago. Since then, he has helped secure Benicia’s fair share of the $82 million Valero penalty settlement administered by the Bay Area Air District. As the closure of the Valero refinery reduces annual city revenue, Terry has helped balance the City’s budget and remains committed to that work. He will also help ensure that the 900-acre Valero site is redeveloped in a way that benefits all Benicia residents and will continue to provide strong oversight of the Rose Estates proposed residential development.

Emily Schroeder · Dixon City Council, District 1

Emily is an active member of Keep Dixon Green, a grass-roots group fighting big annexations of farmland surrounding Dixon. She is concerned about the impacts of California Forever. Emily comes from an old farm family and has served on the Dixon May Fair Board.

Christina Cerna · Dixon City Council, District 2

Christina is also an active member of Keep Dixon Green. She will bring a new perspective that reflects community values, not the developer’s voice. She will advocate for infill development rather than annexing important farmland.

Nikila Walker-Gibson · Mayor, City of Fairfield

Nikila is active with Solano Together, the 60-organization-strong group fighting California Forever. She is President of the Tri-City NAACP, a coalition member. She will be a breath of fresh air on the Fairfield City Council. She serves as the vice-chair of First 5 Solano and as an alternate to California Jobs First – Bay Area Steering Committee. Her opponents on the Fairfield City Council voted to annex 400 acres of the Suisun Valley into Fairfield despite opposition from Solano Orderly Growth and some of the Suisun Valley grape growers. Her opponents also refused to extend Fairfield’s Urban Limit Line which protected the Suisun Valley and Travis Air Force Base from encroachment for nearly 20 years.

Rick Dolk · Rio Vista City Council

The current vice mayor, Rick is opposed to California Forever. He spoke against special legislation at the recent Board of Supervisors meeting. He owns a local tractor company and knows the farm community and his own community well.

Katrina Garcia · Suisun City Council

Katrina Garcia for Suisun City Council. Katrina impressed us with the independent research she has done on California Forever and sea level rise, two issues of grave importance in Suisun right now. She wants a clear plan for roads, public safety, water, jobs, and long-term financial stability before any major development is approved.

Princess Washington · Suisun City Council

A current member of the Suisun City Council, Princess has been skillful in expressing her concerns about California Forever while preserving her right to vote. She has strong environmental credentials, and most recently served as the President of the Solano Group of the Sierra Club. She does an excellent job of staying in touch with and representing her constituents.

Sarah Chapman · Mayor, City of Vacaville

A current city council member, Sarah opposes CA Forever, will be vigilant regarding Battery Energy Storage System (BESS) projects affecting Vacaville, and will push for renewal of Vacaville's Urban Limit Line which expires in 2028. She is very seasoned with prior experience on the Vacaville School Board and the Solano Community College Board. She will lead with vision for a quality Vacaville.

Jeanette Wylie · Vacaville City Council, District 6

Running as an incumbent, Jeanette grew up on a family farm in Missouri and understands the value of agricultural land. She knows California Forever is on the mind of her constituents and has concerns about its impact on Vacaville. She advocates for infill projects whenever possible. She applauds her community coming together to fight the proposed lithium-ion Battery Storage project just outside the city limits. Wylie works hard to make good decisions for Vacaville residents.

Diosdado "J. R." Matulac · Vallejo City Council, District 2

J.R. is an architect who has built Leadership in Energy and Environmental Design (LEED) certified projects. He regularly advocates for eco-friendly, energy conscious, and environmentally friendly design for new construction. He has not taken a position on California Forever but is concerned with protecting Vallejo’s tax base and not taking away the city’s valuable sales and property tax revenues.

Charles Palmares · Vallejo City Council, District 4

A current Vallejo City Council member, Charles has been vocal in his opposition to California Forever and was an early participant in the Solano Together coalition. He advocates for infill housing in Vallejo. He is focused on creating an economic and workforce development coalition to bring shipbuilding and clean energy manufacturing jobs to Vallejo, particularly on Mare Island.

Rebekah Truemper · Vallejo City Council, District 5

Rebekah is a community activist. She opposed a toxic cement project and a Liquified Natural Gas (LNG) plant proposal in recent years. She stands for investment in Vallejo to modernize infrastructure, build more housing, address the connected humanitarian and environmental crises of unhoused residents, seed economic revitalization, protect and improve our outdoor community spaces, and prepare Vallejo for sea level rise.
